ECE 104 is a new piece of legislation that establishes guidelines for the use of retro-reflective markings on long and heavy vehicles operating throughout Europe. By 2011 it will be fully mandatory. This regulation primarily provides reccommendations for use of retro-reflective safety markings on specifi ed vehicles. Already introduced in a number of EU countries it will become legislation in the UK soon. What does it apply to? Long and heavy vehicles operating on highways throughout Europe Status Currently enforced on certain specified vehicles in the UK, with additional categories coming into force during October 2009 It will be statutory in the UK and will apply to all vehicles over 3.5 tonnes and will also include trailers. Compliance Reflective prismatic markings must be applied to the rear and sides of vehicles. Reflective material used must be kite marked and meet the required specifications. Recommendations are also set out for the application of retro-refl ective corporate and advertising graphics. |
Chapter 8 of the Traffic Signs Manual (Traffic Safety Measures & Signs for Road Works & Temporary Situations 2006) was issued by the Department for Transport. It provides guidelines for companies operating on public highways on a whole range of issues - including High Visibility Markings. Section five (5.2 & 5.5) outlines what conspicuous markings are needed on vehicles that intentionally stop for work purposes or inspections on public highways. In addition to laying out specifications for the colour of the vehicle, (section 5.2.1), Chapter 8 also sets out the requirements for rear reflective markings on vehicles stopping on high speed roads (5.2.3 & 5.5) What does it apply to? All vehicles that stop on the public highway for the purpose of work, inspection, temporary traffi c management or to protect workforce Small vans and cars through to HGV and road maintenance vehicles Status Currently recommendation only; not yet a statutory requirement. Compliance Reflective red and non-refl ective fluorescent yellow/green chevron markings should be applied to the rear of vehicles using 150mm width material. Retro-reflective red markings should be applied to any rear facing edges of open doors, guard rails, lockers etc. High visibility strip should be applied to the sides of vehicles used to install or remove highway maintenance or temporary traffic management equipment. |
We are recommending that 3M Scotchlite 980 Series should be used. It is available in three colours; red, white and yellow, and can be supplied in full or part rolls. This film had been specifically designed for high visibility markings, particularly for use on rigid vehicle and offers nine times more reflectivity than standard reflective films. 980 Series is visible up to 1000 metres and refl ects to nearly 90 degrees. The markings are edge-sealed, to prevent moisture and dirt ingress and comes with a seven year life warranty. This film can be provided cut to size or shape and in kit form for easier application. Fluorescent non-refl ective film is also available should it be required. |
